Natural Capital and the future of the environment

The Natural Capital Committee, which advises the Government on the sustainable use of natural resources, has produced guidance for the anticipated 25-year Plan for the Environment, prioritising clean air and water, security against flooding, and continued compliance with greenhouse gas reduction targets.

The Natural Capital Committee, chaired by Professor Dieter Helm, was set up to provide advice to the Government on the environment, and in fact recommended the production of the 25-year plan. As its name implies, the Committee uses and advocates a 'natural capitals' approach, which sees natural features such as air and biodiversity as 'assets' and tries to bring 'established economic and accounting methods for public and private assets together with the best natural science understanding'.  
 
Within this framework, the Committee has produced some sober advice for the Government, covering goals, investments, milestones, governance -- and the vexed question of agricultural subsidies after Brexit. It hopes that by following its advice, the Government may be able to fulfil its promise to be 'the first generation to leave the natural environment of England in a better state than it inherited'.
