Call for evidence on the role of planning in mitigating climate change

The Climate Change Committee is investigating the opportunities and barriers for using the planning system in England to achieve net zero and climate resilience, with major opportunities in food, farming and land use.

The Climate Change Committee (CCC) has commissioned the Centre for Sustainable Energy (CSE) and the Town and Country Planning Association (TCPA) to investigate the opportunities and barriers for using the planning system in England to achieve net zero and climate resilience.

The aim of the survey is to gain feedback from planning professionals, environment professionals and local authorities on views about how spatial planning can deliver action on climate change. The highly influential CCC is looking for input from across the planning spectrum from those who have experience of working on, responding to, influencing, or examining local plans. So, this is highly relevant for food partnerships, local authorities and environmental specialists in the Sustain network. Planning is relevant to (for example):

  • Local authority environment, health and planning teams
  • Land-use change, and land-use strategy
  • Local food infrastructure
  • Urban land for food growing 
  • Fringe Farming
  • Intensive livestock factory farming planning consents 

CSE and TCPA will summarise the findings from this survey, case studies and stakeholder engagement in a report. This will give recommendations to the CCC on potential changes needed to the planning system and planning policies. It will highlight good practice as well as key opportunities and barriers to change. 

The CCC will then use the report for evidence to formulate recommendations to government on ways which the planning system needs to change to better support climate mitigation and adaptation.
